Title: On pet-keeping
In France a campaingn has been launched to warn against the danger of a threatening overpopulation...of pets! The country is the second most densely populated country in the world as far as domestic animals are concerned. At the moment it is inhabitated by more than 8.5 million dogs and almost as many cats. Every second family in Paris owns  one or more pets, which cause problems of hygiene that cannot be solved. The situation will much worsen  if no drastic measures are taken to stop this increase.
  Do you think people should be discouraged from keeping pets in an overpopulated world? What measures do you think should be done to solve this problem?

I suppose it is the time for the government to adopt vigorous measures to control and resolve this issue appropriately.For instance,we can restrict the number of pets every family could keep and make some stipulations to restrain any possible problems caused by pet-raising. Anyone breach the agreement would bear legal liability.
