I don't think you are right as the word of " under-standing" means understanding. I believe that the sign writer played on words. It means no matter what you say or what you do and you will never be understood by someone who hold the sign.

The mistaken sign is seems to be written by constructions workers.
The meaning of the sign is that workers are working above.
Do not stand there because things may fall down onto your head.
