Should sending package require real-name registration?

Recently, China's State Post Bureau has enforced real-name registration for senders because a parcel tainted with toxic chemical had killed a man. Nevertheless, the new policy still could not guarantee to hold back the danger from illegal or hazardous goods. Meanwhile, it could even lead to personal information leakage.
In my mind, it is a must to start the real-name parcel delivery policy but more new and valid regulations should be carried out to cope with the hidden danger behind the policy. The serious threats are as following. To begin with, there are still some persons unwilling to provide their real personal information for fear of information leakage. In addition, provided that someone uses fake ID card to send a parcel, the couriers do not have tools to identify whether it's true or false. Only when the parcel has been found illegal, the police could find the ID information incorrect during tracing. It's ineffective and hysteretic. Last but not least, the private information leakage really exists. People are annoyed because of piles of spam messages and crank call.
In a word, the current society is in the era of E-commerce and people inevitably need to send parcels. To secure others' life safety, the real-name parcel delivery policy is a must. What's more, the government should make more laws or rules to perfect the delivery system.
