Recently, a regulation, which stipulates fines for both individuals and committees who have not thrown rubbish correctly, is due to take effect this year in Guangzhou. Quite a few citizens think that it's unnecessary to punish people for incorrect garbage disposal for it is too hard to do garbage disposal correctly every day.

Nevertheless, in my mind, it is of great importance to make strict laws to fine people who do not observe them. The reasons are as following. To begin with, the government has appealed to residents and organizations for dealing with garbage correctly while people have still thrown them at random. Now, with this law, the government can manage more efficiently. In addition, some authorities have taught citizens how to dispose garbage properly. However, the Garbage disposal center still has done as before. In this way, the Garbage disposal center can do better garbage classification and we can recycle more materials. Last but not least, though the government has made the law, it should carry out more regulations on what people of every linkshould do and establish more departments to take charge of it.

In a word, it is necessary to enforce the law.
