Employees smoking in various toilets

Today our senior engineer manager find many empolyees smoking in various toilets,so he send the below email to tell all department head this issue, and our vice president, my boss advice, my corrective actions to share with you.(because it is my company's internal email, some message have deleted.)

2.非休息时段保安将不定时稽查.

Please arrange security guard standing at each of restroom to monitor the situation during the break time. And require security guard no scheduled to patrol the restroom everyday. If security guard find someone smoking in the restroom, they need take photo and register their names,

All,
As you all know this is totally not acceptable on so many fronts. We need increased audits to control this and if it does not improve we will remove the 3.30pm break. We put this in as a benefit to all the workers and it would be very unfair if due to our inability to manage this issue everyone lost out.

Make sure everyone is briefed on this and the message gets out. I would also suggest that through working with Rose we find a way to have someone stationed at each of the rest rooms during this break, maybe a security guard or even a supervisor but some need to cover it.

Attached please find the badges of the workers which I found smoking in various toilets during 03:30pm tea break. Actually there are so many smokers inside that most of them ran away because I can't stop all of them at the same time. The situation is so worse that I had receive complaint about people jammed in the toilet which irritates the non-smokers. Please terminate all of them and impose more patrol to avoid such problem. - Seems the anti-smoking standards are improving. Somking habits are hard to change, therefore, some tough controls need to be brought in . Smokers would realise smoking indoors are unacceptable and accordingly change their habits.
