Keeping silent is the good choise or not?

It's the society with free speech. Maybe we all don't want to keep silent. Maybe everyone wants to express his views freely. But sometimes it's just not the time to talk it without consideration. Maybe i just have no alternative against one's will. Maybe i am just not a good speaker and i can't express it properly. Maybe i just don't want to cause conflicts and embarrassment. So i just have to hide myself or protect myself. So i will keep silent. Someone said to me that "don't always keep silent, it looks like you don't have your own mind also weak, and others will think about that you are an easy target" . I am sure i was not like that. But i can't stop others from evaluating like that.
