Comparison between China and US

"Britain owned the 19th century, America owned the 20th century, and, it's all but certain that China will own the 21st century." says Thomas Friedman, a famous columnist in the U.S. and the author of World Is Flat. He has made a comparison between China and America recently.
Why does he assert "it's all but certain" instead of "it's certain" or "it's 100% certain"? He thinks there are two important facts that can be used to prove he is right. One is imagination, and the other is good governance.
Mr. Friedman believes that America is still the world's greatest dream machine. American people's imagination leads them to the newest technology and makes them advance.
As for good governance, China is better due to the socialist system it adopts. America's system, to some extent, is dysfunctional.
I think his analysis makes sense. And what shall we do to make sure that China owns the 21st century?
Pay more attention to all-around development education, generate our imagination, spare no efforts to improve our core competitiveness and further enhance our governance.
With those above, it's certain that China will own the 21st century.
