An article reported by China Youth on August 9th, arouse the hot discussion about the justice of employing civil servant. The article said “in the year 2009, Hu Yeliang applied for taking 2010 National Civil Service Examination, and seek a position as a section member in State Oceanic Administration People’s Republic of China. He participated in the written examination after he successfully passed the qualification examination. Then he got the chance of interview because of the excellent marks on the writing. Later, as he passed written examination and interview with the highest score, he and the second reached the “difference inspection” of the employment. At first, Hu Yeliang was sure that he would get the position; however, the other person was employed. He wanted to find out the reason of his failure, whereas, he got no reply from the employer.”
Seen from the report, Hu Yeliang maybe the best choice for the employer, for he graduated from the well-known Harbin Engineering University, worked in a famous enterprise among ship-building industry for two years. Additionally, he has passed the written examination and interview with the highest score, that is to say, he owns great comprehensive abilities. However, why he lost the chance? I think a great deal of people have the same wonder as Hu Yeliang.
Let us venture a guess.
If the first two stages of the employment are organized according to the rules and the result is accurate without doubt, then the problem must arose on the third stage. Is it because the employers get the unsatisfied evaluation from the enterprise now Hu Yeliang is working in, is it because that the leaders of the enterprise do not want to Hu leave the office. However, those guess can not be accepted for Hu, he thinks the leaders support his decision and he gets on well with the colleagues. Or is it because the other person has more satisfied evaluation than Hu, maybe he has more experience, or better education background, if so, the possibility of employing him increased a lot. If this is the fact, the employer should respond to Hu immediately, and then it would not cause such trouble. So this doesn’t make sense, I can not understand why the employer risks their reputation in hiding such an acceptable truth. Or there is unfolding rules beneath this? I also wonder the employer could practice it openly. Or is it because there are flaws in the employing system, the employer dares not to admit. Or……
So many assumptions are just guess without evidence; it can not take place of the truth. I am really curious about the settle-down of this incident. I am looking forward to the explanation from the employer. I hope they can give Hu a convincing interpretation.
After all is said and done, this happens because of the flaws of the employing system of civil servant. If all the process goes on apparently and fairly, no one will question the system and doubt about the reputation of national office. Civil servant, in many people’s eyes, has promising politic career and stable work environment. So increasing people joins in the queue of applying for Civil Service Examination. Then this kind of phenomenon occurs: hundreds of people applying for one position, which means that the competition becomes more and more fierce. Then here comes the problem: how to make sure the justice of the election. If this doesn’t settle well, it is likely to lead to credit crisis among the public mass. I really wish the parties concerned put forward a satisfying solution.
