In 2073, accompanied the rising of the see level, a number of island country had gradually disappeared from world map for ever. The United Nations hold a conference for discussing the probability of creating a new nation on South Pole.

This time, the location of the conference did not appoint at Malta, because the island country is become a mountain chain covered by seawater. And not Iceland also, for it just be destroyed by a ten point nine magnitude earthquake. Finally, they chose the Madagascar, the highest island country in whole world.

The creative proposal was raised by Japan, the biggest island country in former days. The Japanese spend 20 years for constructed their new homeland, a artificial metallic island that be composed of composites. But this composition which helping Japanese for surviving did not compose their pensile hearts. This proposition was the first of the Japanese politician had proposed for their basic living requirement.

In the past ten years, the contending of Japanese parties still focused on the point that whether immigrating to the South Pole. There are two polar viewpoints. The one is trust the metallic island can be consolidated constantly, the other is suppose the manmade island can’t survive in probable destructive disasters.
