1. He is the man to whom I gave the money.
Here whom could not be ignored, and could not be replaced with who or that.
2. She is the woman whom I gave the money to.
Here the “whom” could be replace with who or that?
3. They are the people I gave the money to.
Here ignored the relative pronouns.
