德国制造业在全球是最具有竞争力的行业之一，特别是在装备制造领域，拥有专业、创新的工业科技产品、科研开发管理，以及复杂工业过程的管理体系；在信息技术方面，其以嵌入式系统和自动化为代表的技术处于世界领先水平。以制造“+互联网”技术为基础，德国在2013年4月正式推出“工业4.0”的概念，其核心是通过CPS（Cyber-Physical System）将生产过程中的供应、制造、销售信息进行数据化、智能化，达到快速、有效、个体化的产品供应，目的是提高德国工业竞争力，以在新一轮工业革命中占领先机。工业4.0已经上升为国家战略之一。工业4.0的内涵是基本模式由集中式控制向分散式增强型控制转变，建立一个高度灵活的个体化、数字化的产品与服务的生产模式，进行产业链分工重组。图1-1为德国工业发展历程。工业4.0的显著特征是：以建立智能工厂、智能生产体系、智能物流为主题，通过价值链实现横向集成，通过网络化制造系统实现纵向集成，通过信息和物理融合实现工程端到端的集成。工业4.0提出了八大计划：1）标准化和参考架构。2）为工业建立宽带基础设施，同时，这套宽带网络必须满足工控网络的各项性能指标。3）安全和保障：包括物理安全、功能安全、信息安全三个方面。对于信息安全应该理性化认识，否则将会浪费更多成本，且仍达不到信息安全的要求。4）管理复杂系统。5）工作的组织和设计。6）培训和持续的专业发展。7）监管框架。8）资源利用效率。

German manufacturing is one of the most competitive industry in the world, especially in the equipment field with its innovative technology, science-reserch development as speciality as well as its complicated industry process management mechanism. In information technology, it apt with built-in system and aumomation as representative leading the world. Based on Internet+, German offically publish "Industry 4.0"cocept, in which the core is through CPS to digitalize the supply, manufacturing, sale information as a whole aimed at upgrading its competitiveness to occupy the ground in the newly started industrial revolution. Now industry 4.0 has come as national strategy. The concept of industry 4.0 is based on centralized control production model converting into a highly flexible, individual digitalized scattered volumn-up one to reset, reorganize the industry chain. The very characteristic is to establish intelligent factory, production mechanism and its logistics into connection as mainstream, to carry out value chain horizon integration and network manufacturing system as vertical integration to complete end to end integration with information and physical melting down.
