should she just tell it directly

Last night my freind complain that a girl who insist on moving into her dorm .They are classmates and as their is a vacancy there she want to move.But my friend don't want her to move but she don't want to tell it directly .So she tell her in another way and find an excuse to avoid her move in .To her surprise she insist on moving in and don't take care of that .
My advise is tell it directly.In some sense ,it's not a good advice as they have class together.
Should she just tell it directly or is their other ways to solve this ?

- Looks like even if you tell her directly she will ignore you and still move in. She would have a never ending grudge against you after she moves in. Do not show your objection unless you can prevent her from moving in.
