Recently, Sichuan province have started to draw up regulations to protect the animals,  and the officials claimed that the purpose is to call upon the residents to take good care of the animals. Many new rules have been added to the regulations to make it more completed. For instance, the regulations provide that any individual who are raising animals must not abuse animals through any action, and government staffs who are taking on killing the mad dogs or bulls must not hurt the innocent one. Anyone who violate these regulations will be fined for about 100 to 200 yuan. This action makes people begin to think about the relationship between man and animals. What is the animals’ position in this society? Are they only the belongings or accessaries of our human beings?

In Genesis, the Lord God created fish, birds and other animals before man on the earth. He said to man and “let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth”( The Bible ). Through thousands of years, man have completely regarded animals as something which are inferior to them and treated them as properties, the source of clothes ,food and economy. But should we still abide by this concept in this civilized era? On the contrary, Human beings urgently need to reconsider the relationship with other animals.

Animals are equal to man and they should receive esteemed treatment from man. Animals have lived on this planet for a longer period time than human beings and they are also the creation of nature. Why not they should be given the fair treatment from man? Just the same as human beings, they belong to nature and possess their space which is essential in the whole eco-sphere. Man have no right to deprive them of their freedom by keeping them in cages, to grab their wild feature by enclosing them and to sacrifice their lives only for the benefits of man.

Animals are not just one of the basic sources of human beings’ life, but the forever arbiter who have the power to decide how long man can live in this world. Because of the development of economy, human beings are increasingly regard their economic interest as the priority and neglect other living things’ interests. However, this is a pitfall which is continuously misleading human beings. Animals play an irreplaceable role in the whole development of this world. Any kind of species becomes extinct will make the whole interest chain more fragile, even collapse. Therefore, without the prosperous of other animals, there is no possibility of pushing all the human being into a civilized future.

The regulations proposed by Sichuan province will inevitably help the residents concern more about those animals who have lived with human beings since thousands of years ago. Residents may start to understand the old saying that “Animals are human beings’friends”in a new way. Those animals are not the accessaries of people but should share the same place with the one who are raising them. Besides, if taken into effect, the new regulations would have the legal effect.  It is not a mere formality which would have little practical influence but can persuade people care more about the animals through practical actions. It shows that our government really start to pay more attention to the animals and make more efforts to protect the animals’ritghts. It is a great development in building a more harmonious relationship between human beings and animals. But the effects of the new regulations on the society should be assessed after being implemented later. However, it is a great progress in Chinese legal system in animal protection.

Just as Thomas. Edison said until we stop harming all other living beings, we are still savages. Civilization is the process of destroying the detestable butcher and establishing the everlasting merit and kindness in human’s mind. When we choose to change the destructive relationship with animals, we are leading the way to save ourselves. At this point, the new regulation, to some extent, reveals that some officals in China began to take actions to build a good relationship with animals and we are in the process of saving ourselves.
