Really bilingual?

I am afraid that there is no a "real" bilingual city or country - obvious difference of degree in language preference is anywhere, whether officially or individually. Because, officially, to be bilingual is to make sure that one language must be preserved as LANGUAGE OF THOUGHT and the other, THE FIRST LANGUAGE at most; and, individually, nobody can be a speaker of two or more than two LANGUAGES OF THOUGHT, even including a linguist. Montreal is a typical example - known to be bilingual but actually bears quite more influence of French.
