Just got the news that a well drilled by Chevron in Brazil Territorial Water release hundreds barrels of oil into the sea causing a big area of sheen shown as above. Bazil goveronment has started to conduct probe on this, causes are still under investigation.

Causes might be different with the oil spill in China Bohai Bay, but emergency response and subsequent compensation measures can be learned for legislation-making.
