Zhang Yimou is going to be fined in amount of 7.48 million yuan by violating the Familly Planning Law.
He has become the focus since the report about his three kids who were not supposed to be born according to the Law. Some people criticize Zhang that how come he can have three kids. And some others believe the fine is a little bit intensively heavy in terms of this event. It is a sure thing that it is not a big deal for Zhang to pay off the fine.
Some people point that there are many guys who drive Benz cars and get basic living allowance. Therefore, Zhang's news is just one of those unfair commonplace cases.
Another point is that a policy has passed and already gone into effect at some regions which is about allowing couples to give their second births as long as anyone of a couple is an only-child in his or her family. Most couples are considering if they should have one more kid or not. It is to do with if a couple has the ability to raise one more child. For the rich it will not be a problem, while it is a hard choicefor those working class who are under the burden of facing pressures from life and work to support families.
It also leads another phenomenon about couples obey the only-child policy but have lost their kids for various kinds of reasons. Most of those couples, now, have reached their ages at 50s, they hardly have the chance to
have kids for physical causes and economic reasons. They have no kids so that they get no chance to have children to take care of them when they are old, and are going to meet problem of living on their own.
All is boiled down to a conclusion, the rich will always have the advantage and right to enjoy the best policies.

- If I were Yimou, I will pay off at once but I will keep a close eye on the spending of 7.48 yuan, and I am entitled to know how and where the fund will be spent, and sue anybody who embezzle the fund in the future.

- The fine for having more than one child is charged according to the annual then-imcome of the couple when they gave birth to the babies. So, the fine is not high to Zhang Yimou.

- Just like illegal parking, a small fine is nothing for the rich so that would just park anywhere they like and pay the fine as if it is regular parking fees.
Yimou must have previously paid bribes to cover up each of his unlawful children and that is why he can have up to three. Now some higher level official must have noticed that he has lot of money, so they gave him a final shot and fined him millions. There must be a clear and honest account of how the fined money is used, otherwise, it would surely be pocketed by some greedy officials.

- Why did Zhang dare to have as many as three kids when he knew clearly that was against the law? The only reasonable answer is that he believe he is somebody and has lots of money. Anyway he is rightfully fined, which is a good thing.
