real disability or dummy inability

There are some people who try their best to get living,even if their physical disability.There are so many people who are able-bodied,however,reap without sowing.
I always see some men stroll between aisles during the dinner time in the place of dining provided by supermarket.The majority of them are middle-aged men and wearing no worse than us.They shuttle between the tables wearing slippers,glancing the food on the tables now and then.At first, I don't know what they are doing.Then my boyfriend told me that they will find food in the rest of the food that people have eaten.Suddenly I feel that make me disgusting.I don't know why they want to do that.Don't they shame or disgrace? Then, I don't look up from the desk when they passed me.
The similar phenomenon in community can be see everywhere.Does the turbidity of the community make people loss the sense of shame?
