is it wise to wait for the perfect moment?

"Success is simple, do what's right, the right way, at the right time". For so long a time, it is my guideline, while today I have read a sentence from an article, copy here, "Waiting for the perfect moment is a fool’s errand". It is a real impact on me, maybe I'll do my affairs at some risk.
