Failure of my English studying

I think it is a failure of my English studying.Why to say that? I have reasons.
I have learned English for ten years, during those days, I have got 4 level and 6 level exams, and spoken level exam.
But when I grauated ,I forgot many words. I gave my English ability back to my teacher. I don't know why.
My job don't need good English.But I want to change my life or job one day.
Right now, I want to improve step by step.So I join shis web.stick ,I hope one day I can speak fluently and write a good article.

- What a pity that you seeing yourself like that. Just like driving a car, so when you don't drive for a long time, you will need a bit of time to familarise again. You already have a satisfactory level of English and do have recognised certification and qualiftications. All the English you learnt is still stored on your mind. All you have to do is practice a bit and it will all come back. You can succeed, believe me. You can do it. Just try.
