Driving test --the unfair things

Now i want to take part in the driving test in Shijiazhuang This year, but i found it seems difficult for me , since i found that the price for the native citizens and the strangers here are not equal .
I have asked several schools for the driving test , but i was told that the strangers who want to get the driver's license should cost more than the native citizens, I feel that the strangers are not equal with the native citizens, why this happen ? why this things happen in China?People there seems not very equal and fair it comes to the household register, just like the college entrance examination , if you are with the house hold register in Beijing , you can go to the better college with the low score in Beijing , Also in some other cities.Why this happen?We all know that is unfair , but we all know we can do nothing, this is the so called rule in our country ..
I do not want to criticize the society, i just want to know a better reason? why this unfair always occur in our China , not very much like in other foreign countries.
Very sad about the unfair.....

- Life could not be that fair when u are the leader of country, coz unfair things happens everywhere anytime. There's an old saying goes like this: Change those cannot be acceptted and Accept those that u can not change.
Life goes on like this, it doesn't mean we cannot do any changes to those cannot change, on the controry, we need to challenge it and that is the reason we born I think.
