Oral english is the first step of improving position test in some companies

I heard a friend's test experience about improving position, let me thouhgt more. Last week there is one test, unluckily, he doesn't passed the exam. The test held by the company, one process to improve one's position.
Oral english is the first step. The test way as below:
First: you choose one paper after into the room that there is one text in the paper.
Second: reading and you must to summarize the main meaning about the text.
Third: HR member will asks you some questions about the text. You need to answer them one by one.
Fourth: HR member asks you some questions about your work. Such as working content, presure, career plan and so on.
Totally about 20 minutues.
The oral english is different from the wroten english after all. You have to understand others and have to understood by others. I also need to improve it later.

- This is quite a tough test and some would fail. Whether this test is necessary depends on how important spoken English is for the company.
