By the end of 2010 the ChengDu government has announced that from the beginning of 2011 the vehicles which can reach the emission standard “nation three” may ask for the downtown license. At that time, all of inner vehicles only can reach the emission standard “nation two ”, so in the daytime aren’t allowed to go to downtown. As soon as the vehicle goes to downtown in the period of traffic control, the policeman will punish the driver, “fining 300RMB and deducting 3 point”. For assuring the commodity delivery, the superior has authorized that our department can apply five trucks for accomplishing the downtown delivery. On 2th January , the five new truck arrived at ChengDu factory. And then, we began to apply the related certifications for new trucks. Except the operation license, all of other certifications have been applied in the short time and used. When we start asking for the operation license, a big difficulty occurs that on the ground that the nation carries out new policy just now, above all the foreign company apply for the Road transport permit to the State department of transportation; after that, we may ask for the operation license. So long as the government discover that our trucks transport goods on the road, our company will face penalty,” varying from 5000RMB to 30000RMB according current situation”. For gaining the operation license, we consult different section, but different government departments give us different answers. Some officers say that considering transporting inner commodity it isn’t necessary to apply for the operation license to the State department of transportation; the other say that it is necessary to gain the operation license, or else our trucks can’t drive on the road. Now we are under the dilemma and we don’t know what we may do and how to do .

- Unfortunately this type of unreasonable control and unclear rules is slowing down growth. To open an ordinary business, I have to get so many different stamps and permission from different departments. They must improve their system.
