“Women sell, men buy”. Prostitution which acts as a boom industry has already existed for nearly thousands years since ancient China, although it has always be considered as a dirty and unrespectable job. Netherlands is the first country in the world where prostitution has been legalized. After the increasing number of sexual criminal happened in recent years, other country began to consider this controversial issues, whether the government should legalized prostitution or not, including China. It is true that legalized prostitution can protect the rights of prostitutes and solve their living problems, but this is not the best way to solve the problems. Several harmful effects will be brought out at the time the government legalized prostitution, like social stability problems, hygiene issues and increase the hardship of legislation and justice, and even the interfere with the development of teenagers. And the demerits of legalizing prostitution are overweight the merits it will bring to us. So, according to its by-products and Chinese special social situation, prostitution should not be legalized currently.

One important factor is that legalization of prostitution will bring many social problems, ranging from contradiction of traditional Chinese loyalty to Chinese economy development. Let's talk about the traditional Chinese loyalty first. Well, the meaning of loyalty of marriage in China does not limit to just being faithful. It also means that one promises to be loyal in every aspects, including sex. Chinese always regard having sex with other women besides your wife is a kind of betrayal. People can hardly bear the betrayal of their mates. And if the government legalized prostitution, some of the married men will be lured by this and betray their wife. Thus the stability of the marriage will be broke and the divorce rate of the country will increase. Like in Hong Kong, where prostitution is legalized, the divorce rate is at the top five of world highest divorce rate. According to the data from Census & Statistics Department of Hong Kong, there were average five couples broke up per hundred of families in 2012. This number is two times as more as the number in Chinese Mainland. And the number will be immeasurable if the government legalized prostitution in Chinese Mainland. Some people may say that changing prostitution into a proper job can stimulate the development of economy, thus increase the income of taxes every year, and the government can use the money to improve the social services and citizen's life quality, and this industry can benefit the whole society. But actually, prostitution stimulates the economy but it will hurt it. Prostitution is one industry without actual productivity. Industry of productivity only includes farming, fishing, primary and secondary industry, while service industry creates no actual value. There is only RMB flows in prostitution, and the taxes income would decrease because the productivity does not increase. Since Chinese prostitution does not develop enough to attract foreign capital, increase domestic tax income could not be regarded as a proper factor to support this proposal. The supporters of this proposal believe that if the government legalized prostitution, there will be more job opportunity provided and can help to solve the unemployment of the country. It is true that prostitution does provide with employment, however, this kind of employment is short, health consuming, and age limited. Prostitution can never be considered as a method to solve unemployment. For one thing, it courages the though to gain without effort. For another thing, according to the data from National Statistics Bureau of China, the rate of unemployment in 2011 is 12%. This means there were two hundred millions of unemployed people in China in 2012. What will the country like if there are two hundreds million of prostitutes? If we are really going to solve unemployment, government should invest in technique training or other directly related way, instead of allocating tons of money to prostitution, which can solve only little percentage of unemployment but bring countless problems.

Moreover, legalizing prostitution will bring misleading impacts on teenager's mental development. They will regard go whoring as a proper behavior. And thus more teenagers will participate in prostitution. And their study and daily life will be significantly influenced. Talking about the impact of adolescent, the young people are extremely be lured by pornographic culture. For example, in China, the case of Tianyi Li, a famous adolescent gang rape case in China these days. Tianyi Li is only 17 years old, but he raped a girl with four other friends in the bar. From this we can see how pornographic culture affect adolescent. When entertainment, like KTV and night club, are allowed in China, the weakness in organization and legislation cause high adolescent sexual criminal rate. Supposedly,prostitution become legal in China, further bad consequences would be caused. They could imitate violent behavior from AV, they could get involved in promiscuity, and money from prostitution without much hard work can motivate more people to pursue deteriorated party life. Since teenager has always be considered as the future of the country, it is important to lead them to the correct direction. In Japan, where prostitution is legalized, they have the highest rate and the highest increasing rate of adolescent sexual criminal, about 68.2% sexual criminals are adolescent, while the world average is only 31.8%. And in Thailand, where ladyboy as prostitutes is legalized, 35.7% of educated young ladyboy and females are get involved in entertaining and 4.5% of population are prostitutes. Only 21% of these people finished university education. The supporter may believe that if the government clearly illegal that teenager could not participate in this industry, then this problem will be solved. Is this solution really useful? According to the data from Chinese Academy of Social Science, even that the government managed to prohibit adolescent to smoke or drink, but there are still 50 million of teenagers smoke and a huge number of them drink in China. So, the point is, whether the government prohibit teenagers to participate it or not, there will be still large amount of teenagers be influenced by this industry.

At the same time, legalization of prostitution also brings many constitutional problems. For example, the violent sexual behavior like rape would be hard to judge. In Netherland, where prostitution is legalized, over 400 cases of “legalized rape” happened annually, and only 8 %of them are settled on behalf of victim females. The point is, it is hard to discriminate between violence and regular whoring. When the prostitutes are sexually hazard, the criminals will use “ they are prostitutes” as a shield to against punishment that they deserve. Regulation and management can not be achieved in China based on current development. According to Ziteng Organization, over 37% of prostitutes suffer from violence, being taken profit by intermediate and raping annually in Hong Kong, where legislation is much developed than Chinese mainland. Another really similar example can illustrate this justice difficulty in China. In Chinese, there is a law named “Criminal of whoring underage girls”. However, this criminal can only be sentences up to five years. Consequently, in 2009, over 100 criminals for raping girls under 14 in Sichuan, Fujian, Zhejiang and Guizhou were judged criminal of whoring underage girls. And they only get much slighter punishment compared to their behavior. If prostitution is legalized in China, current management level will definitely cause criminals to use prostitution as cover of rape. Also, legalization of prostitution means that the Chinese government has to do thousands changes in Chinese laws, even constitution. For example, in China, prostitution is against the law of marriage, religion protection law and so on. To change these laws would definitely cause significant political turmoil. A law must be accepted by most of the citizens, but 85% of global population is religious people, and an overwhelming majority of these religion opposes to prostitution. One county's law should reflect its moral standards, if it allows something that most people do not like, how can the authority be supported by the public? Without specific exception, law means all public are assumed to accept prostitution. However, if majority of public is going to follow this exception of law, this does not seem to make sense.

Last but not least, legalization of prostitution will bring lots of sanitary problems. According to WHO, promiscuity, including prostitution, counts for over 80% of sexually transmitted diseases infection. But sanitation can not be improves by simply legalizing prostitution. If Chinese economic development has reached certain level, men who go to prostitutes would care for their health. Many countries in the world with prostitution illegal has no AIDs problem, the U.S. has no serious sexual disease problem. Britain has no such issues, but U.S. have many prostitutes. In California and Britain, there are many prostitutes harass events. In contrast, India, Malaysia and Nepal forbid prostitution, but they are four major AIDs transmission countries in Asia. Whether the government legalize prostitution or not, in China is not the main factor of disease transmission, because China has not developed well, and low public education level also prohibit sanitation improving. In addition, with prostitutes in China increases, situation would be even worse. Chinese had 8,000,000 of prostitutes in 2012, and the government needs to allocate a lot of money to them. And Chinese system of medical insurance already has lots of problems, according to Chinese Social Science, only 1.8% of salary’s medical insurance are allocated averagely. 

In conclusion, prostitution should not be legalized in China under the situation nowadays. And if the government legalized the prostitution, many social and constitutional issues will be caused, like we mentioned above. It will disturb the country's judgment system and social stability. Also, it will misleading teenagers, and increase the rate of getting sexual disease. Although legalized prostitution can brought some merits to the country, it's demerits are clearly overweight its merits, so China should not legalized prostitution.
