by my experience , the Chinese traditional schools is always filled with students which is far beyond the schools' capacity. as a result ,the educational resources ,like attention,facility,quality of life, are not assured for per student.but also because of those kinds of reasons , the tuition is considerably low .Comparing this situation ,the private schools do much better in this aspect.they have plenty of resources to make sure every student is well treated .of course the families have to pay much mare fees in exchange of better study environment . 

considering the effectiveness , i think adequate money can guarantee better education resources but cannot guarantee better educational result which depends on many aspects,including the school itself and the students themselves . usually the private schools can provide best educational institutions ,making it possible for so called the real quality education which is very limited in traditional schools because of the lack of money and the crowd of students.so i think the school itself can't do better,the money guarantees the education in this perspective . the key point is the students themselves , the well institution and the well name of the school even the well family financial situation can misled the student , and a luxury atmosphere can be easily created in a private school,which distract their focus on education .the damage it make is far beyond a better institution can redeem . so adequate money may not guarantee a better educational result in this perspective.

i think , to improve the effectiveness ,the school can give a proper guidance ,fostering strengthen and avoid the weak point.
