last year,   Janpanese enterprises running business in Chia, (big or small)   were most concerned about the rising of china's labor force costs.   In  May,   strike occured in GuangZhou Hongda factory beucase labourers were discontent with their salary,  which has led to a short peirod of shutdown in TianJingToyota factory,and the strike events were repeatedly reported by Japanese medias.Whyis it that the Japanese suddenly shifted their attention to the fluctuation ofchina's labor costs? the situation could have been forseeable if they had familirized the trend of the policy of labor force 3years ago, global financial crisis broke out in 2008, and the recovery of the economy became the priority for all nations,  to boost the economy, the government adopted the policy of expandingdomestic demand by increasing the income.

 most Japanese was’t sure about china’s long term policy,  their companies think of internal environment first, they don’t seem to be able to catch up with the development,   they want to succeed in china’s market, thenthey have to learn a spectrum of policies.

Another reason lies in the poor communication between the management and the bottom workers.   The management team doesn’t know what their laborers really want,   they don’t look at the essential or the mainaspects but emphasized those non-essential or minor matters,   unlike China-Europe co-partnership companies that emphasizes the proper communication, Sino Japan joint venture ignored the very basic aspect,  communication.
 Now more and more Japanese have become conscious of importance of dialogue,  some companies have increased worker’ssalaries and invited third party to design the well-off program for their laborers and some set up training programs to improve their skills.

   for the time being, Chinese market still needs the products and technique of foreign enterprises for extended period of time,  the advanced management and the environmental friendly technique of japan-funded enterprises is still needed. The Japanhas also been focusing on china’s potential market.   The two sides are looking for a win-win situation together.
