My proposal

Currently, the NPC and CPPCC  plenaries are underway  in our capital-Peking. All medias are fighting their teeth and nails to report these meetings. The grassroots are beginning to care about the proposals submitted by representatives. Some of them are really interesting. For example, there is a representative named as Yanqi suggests that our country should close all internet bars for they are poisoning the minds of youngsters. Some proposals are related to complicated problems which I can't understand. Today, I have a whimsy of submitting an offbeat proposal to the two conferences even though I have not title to do it. But thinking of it is still a meat and rice for me.
 
My proposal would be: Please don't change leaders frequently in government departments, State-owned-enterprises, and other undertakings. Maybe you will say I am crazy. For from the aspect of social development, the most important thing is expediting the metabolism of  our society, i.e. Letting young one to replace the elder. It is the law of  nature,as well as our society. Yes, I quite agree with it. But things in officialdom seems going awry. Several days ago, when I came back to my hometown, I met one of my intimate friends. He works in an influential work unite. In a banquet, I asked him how about his new director. On the moment of hearing of my words, I discerned that he frowned lightly. I understood everything at once. My words hit the wound in his heart directly. These two years, he has been managing to competite for an important position of his work unit. According to my knowledge, he visited his former director in every festivials. But before the leaving of his former leader, his wish did not beome reality. Now, a new leader come, he has to visit him time and again and this has become a heavy burden for his family. All this just likes staking in  a gamble, you have put in a lot of cash, before the result panns out, you must keep on staking. This is really a chagrin for him. In fact, his wage is meager. Now you can understand the reason of his subconscious frowning. I once heard of the same complaints from a lot of persons. The most vivid metaphor applied by them is: Our government should not change leaders frequently, because if you replace a fat cat with a stick thin one, it will cost you more to feed it from the beginning till the next thin cat come. This process is tedious and is easy to cause new corruption, this is a chain reaction. For no one would like to or could use their own salary to court their directors. Someone may say, this phenomanon is quite easy to be get rid of only if we enhance surpervision and punishment. would it work? We have been engaging in fighting against corruptive cardres but the result seems not ideal. So before we can't find an effective way to eradicate corruptive phenomana, we can do something to let leaders stay where they has been as longer as we could except they are promoted. In this way, the burdern of common cardres would be lighter. The motivation of their misappropriating the public funds would be abated. Is it a good proposal?
