position problem

Today I realize that sometimes the promotion of positions has nothing with the individual's capability.My sister does some work of collecting money.She graduated from a unvrsity which is not very good .In addition to,she isnot very outgoing,so though she can do a good job,she never projects herself.As a result,she was informed that two women who are her collgagues and even didnot finish their primary school were promoted as accountants.In fact ,the two women even cannot deal with simple mathematical calculations.
I know that human resourse management is very important in
a company,which often relates a company's rise and fall.I cannot image why this manager is so irresponsible for his enterprise,just because face or relationship?

sometimes , maybe you think you also can be competent this position because you have high degree or knowledge , but maybe you lack of the skills of how to deal with the relationships , in a way , about the position of accounts , the manager will consider more characters and skills than your ability !
