city impression---Hefei

I have been in Hefei for 2 years,the city has left a deep impression on me.I have both happy memory and disgusting experiences.One of the fact that I want to draw your attention on is the poor performance of the officers in charge of public administration.I would like to take my suffering for example to prove it.Generally speaking,in one single day,I have confront two unpleasent things.
It happened yesterday,back to then,I went out to visit several of my townfellows who also lived in Hefei,all are college students.We climbed the Mount Dashu,have a picnic,and followed did some shopping in the mall.I have a nice time.It was when I was returning to school that something occured.Along the way to school,I mustgo through an overcross bridge to take the city bus back.I was about to stair down the overcross .A woman at the exit shouted miserably.I noted that there was a ''little boy''hug her legs.How lucky I was to aware of this in advance.The'' little boy'' is 50cm tall,he is actually not a boy,judging from his face,I guess that he must be in his thirties.Obviously,he is a begger,but not a common one,just like a madman.The little adult with his dirty long hair and dust made body which seems haven't been washed for an awful long period.Although the woman pushed him away without delay,she was still a victim.After this screen,I headed for another exit without hesitation.I sent message to my friends,he responed that the crazy man has been there for more than a week or more,along with his ''father''--a loser man.
The public administration officers enjoyed our tax payer's money to do nothing.
I got off at Shifu Plaza,to change onto another bus,when I was walking towards the station,some citizens gathered around.Due to curiosity,I went to the crowd.3 officers all in uniform were dealing with a vendor couple,they saied that in order to pave the way for a modern city hefei must set up a nice image to the tourists of worldwide.thus this kind of retailing is prohibited.What a poor couple,their tools for making a living was ''arrested'',how can we support themselves then?The officers seemed be responsible and qualified.In my view,the officers decide to do or not to do sth just according to their own regulation.While drafting their rules,they take profits into prior consideration.
They handling the matter of a illegal businessman,they benefit from it.They deal with a madman,they may get the risk of being infected disease---------dirty nails , stink smell.
Let everyone just think.........
