There were many reasons for the mistakes made in the past period of work.  Objectively, socialist construction was new to us；we were inexperienced in the law of socialist planned and proportionate development；the policy of “walking on two legs” wasn't carried out in the different fields of practical work. We weren't as sure of ourselves in tackling problems in the economic construction as in solving political problems, like shelling Jinmen and quelling Tibetan insurrection. On the other hand, our people were eager to lift our country from the state of “poverty （some citizens had been existing without sufficient food；last year people got only ten- foot long cotton cloth each on average, which could make one summer suit and two pairs of shorts at most）and blankness”. In addition, the international trends were favorable for our launching the Great Leap Forward. It was absolutely necessary and correct to seize this good opportunity to meet people's demands, speed up our construction, eradicate our poverty and blankness as quickly as we could and establish a more advantageous world order.
