China is pushing development of the home rental market in large and medium cities to address rising rental demand from urban newcomers.
我国正在推进大中城市租房市场的发展，以解决城市新市民日益高涨的租房需求。
近日，住房城乡建设部(the Ministry of Housing and Urban-Rural Development)会同其他八个部门联合印发了《关于在人口净流入的大中城市加快发展住房租赁市场的通知》。《通知》指出，在一些人口净流入的大中城市(large and medium cities with net population inflows)，存在租赁房源总量不足、市场不规范(market irregularities)、缺乏政府支持(lack of government support)等问题。
➤为此，《通知》要求，人口净流入的大中城市要搭建政府住房租赁服务平台(set up a government-backed home rental service platform)，通过平台提供便捷的租赁信息发布服务，保障租赁双方的合法权益(legitimate rights and interests)。
➤《通知》鼓励各地增加租赁住房的土地供应(increase land supply for rental housing)，加大对住房租赁企业的金融支持力度(enhance financial support for home-rental companies)。
➤《通知》还指出，部分国有企业可转型成为住房租赁企业(some State-owned enterprises could turn into home-rental companies)，引领这一领域的发展(lead the development of the sector)。政府还鼓励地产开发商(real estate developer)、房屋经纪商及地产服务商(property service provider)建立子公司从事住房租赁业务。
